About Jim Holmes
Jim was elected as Waco’s Mayor in May 2024, with over 70% of the vote. He has served on the Waco City Council since his appointment as District 5 representative in 2016; and was subsequently elected by District 5 voters in 2017 and 2021. Jim brings over 40 years of financial operations management experience to the Council, having served as Chief Operations Officer of FirstCity Financial Corporation, Senior Vice President at the First National Bank of Central Texas. Related to his Council Role, Jim has served as President of the Heart of Texas Council of Governments, President of the Texas Association of Regional Councils, Chairman of Waco Metropolitan Planning Organization, and as Director on the Boards of the Greater Waco Sports Commission, the Cameron Park Zoo, the McLennan County Appraisal District, the Texas Workforce Commission, the Behavioral Health Leadership Team, and Prosper Waco.
CITY COUNCIL ROLE.
Jim was raised on a farm near Chester, Nebraska, with 7 brothers and sisters. His parents were farmers and school teachers. Jim was active in church and school, and was a 4-year letterman in 3 sports at Chester High School. He started earning money at the age of 12 by driving a tractor and truck for a neighbor, and he saved enough money to help pay his way through college at Creighton University in Omaha, Nebraska, where he graduated with a degree in Finance. Jim came to Waco to attend Baylor Law School, and eventually began a career in banking. Jim helped establish the FirstCity Financial Corporation investment banking platform here in Waco, and assisted in making FirstCity a publicly-traded company [NASDAQ] in 1995. Jim served as the growing company’s Chief Operations Officer and Corporate Treasurer for over 20 years. FirstCity invested and managed over $5 Billion in commercial assets in North America, South America, Europe, and Asia; with over 30 offices and 1,000 employees worldwide. Jim served as Director on the Boards of over 20 companies, including a regional railroad, an operating coal mine, an oilfield housing manufacturer, a Small Business Administration loan originator/servicer, a ceramics importer, and a multifamily cabinet manufacturer. After the FirstCity platform was sold, Jim returned to community banking as a Senior Vice President with the First National Bank of Central Texas. Jim is currently serving as a Business Consultant to O’Brien-Staley partners, a Minneapolis-based investment fund.
BACKGROUND
Jim is married to Cindy Holmes, the Fourth Grade Teacher at Bishop Louis Reicher Schools. Jim has two sons: Spencer (a banker living in Austin) and Kennedy (a student at Reicher). Jim and Cindy have lived in Waco’s District 5 for 19 years. They are active members of St. Louis Church in Waco, and they have supported many community non-profits, including the Waco Symphony Orchestra, United Way, Lake Air Little League, Prosper Waco, Leadership Waco, American Cancer Society, and Creative Waco. In his spare time, Jim enjoys fly-fishing, reading, celebrating Waco’s Blues Music History, playing the guitar, and adventure travel (including Running with the Bulls in Pamplona, Jet-skiing the Mississippi River from Minneapolis to New Orleans, hiking the Great Wall of China, bi-plane wing-walking in Seattle, riding camels around the Great Pyramids of Egypt, climbing Mt. Kilimanjaro in Tanzania, exploring the Antarctica, and bungee-jumping from the Crooked River Bridge in Oregon.)
